An elite group of Earthbenders trained from a young age, who believe in imposing will above all else. The first soldiers were founded and trained by Avatar Kyoshi herself, which seems to exhibit itself through their mastery of Earthbending, equipping themselves with gloves and boots made of stone that allow them to slide across surfaces and cling to walls, as well as launch them at opponents to pin them down. They've also been known to employ the use of chains to quickly wrap around their targets and bind them.

With Ba Sing Se establishing order away from the perils the Earth Kingdom at large suffered from the war with the Fire Nation, it eventually became forbidden for anyone to even mention the war inside their walls, and the Dai Li spied on every citizen to ensure that didn't happen. Whenever such a mistake was made, they used their skills to kidnap the person, and brainwash them in an underground detainment facility known as Lake Laogai until they forgot all about the war.

While their Earthbending is rock solid, their loyalties are distressingly fluid. They served Long Feng for a great duration, swearing such fealty to him that it outweighed their responsibilities to the Earth King, and even Long Feng was betrayed by them when Princess Azula promised them greater power under the employ of the Fire Nation. It is unknown where the dissent began, but this attitude greatly distresses the spirit of Kyoshi to this day, wishing she'd never decided to create the organization.
