Fong

Part of a detail sent to escort the Avatar back to Omashu following his visit to the North Pole. Having heard of Aang's magnificent transformation that devastated Fire Nation navy vessels, General Fong believes that if Aang were to do so again, he could defeat Fire Lord Ozai immediately. When Aang explains that he can't activate the Avatar State at will, General Fong employs a number of tactics to bring it out, even going so far as to bury Katara alive before Aang's very eyes. He finally achieves the Avatar State, and causes damage everywhere, teaching the soldiers a valuable lesson about the unpredictability of the Avatar's greatest power.




Pirate Captain


Nationality: Earth Kingdom

Abilities: Swordsmanship

Voice Actor: Jack Angel

An unscrupulous merchant who steals goods to sell for the highest bidder. While he enjoys looting, he despises being looted, wishing for Katara's head after she stole a valuable Waterbending relic from him. Prince Zuko eventually stole the scroll from her and threatened to burn it if the captain didn't help him secure the Avatar, but the captain eventually double-crossed him when the bounty for the Avatar far outweighed the price of the scroll.


Admiral Zhao would later enlist their services to assassinate Prince Zuko, which the captain wholeheartedly agrees to after they're given a chest filled with gold upfront.



Oh


Nationality: Earth Kingdom

Abilities: Swordsmanship, explosives expertise

Job History: Trader, fence, hitman

Relationships: Subordinate to the pirate captain

Voice Actor: Byron McKittrick

Thinking of himself as more of a high-risk trader than a pirate, Oh had no compunctions about inviting anyone and everyone to board his ship and observe his wares. When not busy selling goods, he enjoys engaging in battle against worthy opponents, implementing his impressive speed and agility in combat. When Admiral Zhao tosses his crew a chest of gold in return for Prince Zuko's death, Oh leads a team to rig Zuko's ship to explode, accidentally alerting Zuko to the danger just before the blast.



Chin


Nationality: Earth Kingdom

Abilities: Earthbending

Job History: Ruler of the Earth Kingdom

A tyrant who usurped the power of the 46th Earth King and was able to conquer the entire continent, with the exception of Ba Sing Se, where the Earth King resided. When Emperor Chin commanded that Avatar Kyoshi surrender her village to his army, she refused and used her powers to separate from the mainland, turning her village into an island independent of the Earth Kingdom's general interests. But due to Emperor Chin's stubbornness, he didn't move from the spot where the land split, eventually crumbling under his feet and sending him falling into the ocean below.



Tong


Nationality: Earth Kingdom

Job History: Mayor of Chin Village, trial judge

Voice Actor: James Hong

Once a year, Chin Village held a celebration for Avatar Day, in which Chin the Great drove Avatar Kyoshi out of the Earth Kingdom, at the cost of his own life. In response to learning Aang was the current Avatar, he had Aang arrested for the murder of Emperor Chin due to his previous incarnation's actions. Mayor Tong also served as both the prosecutor and judge in Aang's trial, meaning that his own case against Aang would immediately be accepted. But when the Rough Rhinos attack the village, he's forced to reduce the sentence to coax Aang to save everyone. After the boy does so, he declared Avatar Day now celebrate the Avatar's living to save their village.




Zei


Nationality: Earth Kingdom

Abilities: Cartography

Job History: Anthropologist, professor at Ba Sing Se University

Episode Appearances: "The Library"

Voice Actor: Raphael Sbarge

A highly curious man who has traversed the world many times in search of knowledge, and was amazed to finally meet an Airbender in Aang. With the help of the world's last flying bison, Professor Zei was finally able to find the one place on Earth he'd always been searching for, the library of Wan Shi Tong. After Sokka disrespects the spirit's wishes by using his collection of information for the purposes of war, he buried the library under the desert sands, and the professor stays inside, unwilling to leave the building he'd waited his life to find.




Gow


Nationality: Earth Kingdom

Abilities: Earthbending

Job History: Officer of the Earth Kingdom military

Voice Actor: Gary Sturgis

The leader of a band of disgraced Earth Kingdom soldiers that roam from town to town demanding payment in return for the defense they provide, though they're the only ones the villagers fear. When Gow kidnaps Zuko's young friend Lee, the fugitive prince leaps into action to bring him home, tearing through every last one of Gow's men to fulfill his task.



Lee


Nationality: Earth Kingdom

Job History: Pig farmer

Relationships: Son of Gansu and Sela, brother of Sensu

Voice Actor: Robby Bruce

A spunky young boy who refused to bow to the greedy soldiers that continually stole food from his farm. When he egged them and nearly got caught for doing so, Zuko didn't tell on him and he repaid the favor by inviting him to stay at his home. Zuko noticed his will to fight, and left him a dagger to protect himself. Lee rushed in to fight the soldiers when they return, getting himself kidnapped to serve in the army before Zuko arrived to save him. Even though Zuko showed him nothing but kindness, learning he was the Prince of the Fire Nation made him hate his savior.



Gansu


Nationality: Earth Kingdom

Abilities: Carpentry

Job History: Pig farmer

Relationships: Husband of Sela, father of Sensu and Lee

Episode Appearances: "Zuko Alone"

Voice Actor: Brian O'Neill

Owner of a pig farm where Zuko came to stay for a spell during his journey through the Earth Kingdom. He was angered by Gow when the soldier informed him that his eldest son Sensu's unit had been captured by the Fire Nation, and he rode off to find his son before he was sacrificed for the Fire Nation's amusement.



Sela


Nationality: Earth Kingdom

Job History: Pig farmer

Relationships: Wife of Gansu, mother of Sensu and Lee

Episode Appearances: "Zuko Alone"

Voice Actor: Susan Eisenberg

Being a mother, she's highly intuitive, seeing Zuko's initial refusal to stay at their farm having more to do with earning the right than not needing it, so she suggested he help her husband repair their roof before they settle for supper. She was forced to ask for Zuko's help again when her youngest son was kidnapped by the town soldiers, but turned her back on him after she found out he was from the Fire Nation royal family.



Oma and Shu


Nationality: Earth Kingdom

Abilities: Earthbending

Relationships: Lovers

These two are believed to be the first known human Earthbenders, learning from the Badger-moles by hiding in their caves whenever the two wished to see each other, free from the eyes of their warring townships. One fateful day, Shu was caught in a battle and killed, and Oma used her Earthbending powers to bring the war to an immediate end for his sake. The people decided to rebuild what they had lost as a new city welcome to them all, naming it Omashu in honor of the couple that brought them peace.
