Following the Hundred Year War, Fire Lord Zuko, Earth King Kuei and Avatar Aang developed a plan to ferry the citizens of the Fire Nation colonies in the Earth Kingdom back to the Fire Nation, calling it the Harmony Restoration Movement. During the grand celebration of ceasefire reigning throughout the land, Zuko makes a horrible pact with Aang, making the young monk promise to kill him should he ever show signs of becoming like his father.


A year passes from that day, and Zuko becomes paranoid with the many attempts made on his life by unruly rebels since then. One night, a young girl sneaks in to assassinate him, but he's able to best her and reveal her identity. She is Kori Morishita, daughter of the mayor of Yu Dao, the very first Fire Nation colony. Her passion and words inspire Zuko to travel there and meet with their leader, where he witnesses the strong bond the Fire Nation people and the Earth Kingdom residents share, prompting his quick and decisive withdrawal from the Harmony Restoration Movement.


With no word to his friends, the Avatar is taken aback by Zuko's decision, it being viewed by many as an affront to peace and the sign Aang promised to take action upon witnessing. He learns of Zuko's stay in Yu Dao and travels there with Katara and Sokka, Toph joining the journey partway through when they pass over her new Beifong Metalbending Academy. While Appa flies, Aang meditates and consults Avatar Roku, who warns Aang of putting friendship above duty, his not killing Sozin having led to the war in the first place.


When they arrive, protests have erupted which demand Zuko's head, where they find the Freedom Fighters among the crowd. The Fire Lord has requested no visitors, not even the Avatar, but Aang takes his glider and he and Katara just fly over the gates while Sokka and Toph restore order to the angry public. Aang gets into an unnecessary battle with the guards, which Katara puts a quick stop to with her Icebending. Zuko comes out and grabs her, sending a chill up Aang's spine and sends him into the Avatar State, vowing to do what he promised. Katara calms him down, and Zuko explains his actions, having seen the harmony that's already been achieved within the colonies, knowing continuing the plan would only upset more people. Aang agrees to bring in King Kuei so all parties can decide on another course of action.


Zuko returns home, where Mai awaits him and surprises him with a new personal security detail, the Kyoshi Warriors. She sees the wear on Zuko's face, and urges him to get some sleep, but he's startled that night and decides to get some tea. He then takes it to his father's jail cell and begrudgingly asks for advice.
